About The Author

Herb Partlow, who writes under the pen name H. F. Partlow, is an author, entrepreneur, music producer, and public policy commentator with more than four decades of experience spanning corporate America, financial services, entrepreneurship, and public governance. His work examines leadership, economics, public policy, organizational performance, and culture from a perspective grounded in real-world experience rather than political ideology.

His career has included roles with KPMG, Arthur Andersen, Bank of America, the Federal Reserve Bank of San Francisco, Deloitte, and LECG before launching his entrepreneurial ventures. At Bank of America, Partlow worked in the Office of the Chairman and later supported major organizational transformation initiatives, including the enterprise-wide Finance Performance Improvement Project, which redesigned significant elements of the bank’s global Finance organization. At the Federal Reserve Bank of San Francisco, he served as one of three project leaders for the Federal Reserve System’s FedLine for the Web implementation, helping lead the transition of critical financial-services applications to a web-based platform. At Deloitte, he worked as a project analyst in the Office of the Vice Chairman for Northern Pacific and Hawaii, supporting executive initiatives and working with senior leadership and outside subject-matter experts on strategic projects.

Earlier in his career, Partlow held management roles with KPMG and Arthur Andersen and later served in multiple roles at LECG, the international economic and litigation expert services consulting firm. Across these organizations, he gained firsthand experience in executive decision-making, organizational transformation, institutional governance, communications, and technology implementation—experiences that continue to inform his writing on leadership, economics, and institutional performance.

Partlow also served for more than a decade as a commissioner and chairman of the Charleston Housing Authority, helping oversee major affordable-housing initiatives, including the approximately $400 million redevelopment of Cooper River Courts, while advocating for statewide public housing policy reforms. He has also served on nonprofit boards supporting healthcare, youth development, and community initiatives.
